Summary, 14.04.2020 - The numbers are so good, that the first phase of reopening might be enlargened

Today the Prime Minister held a status-press conference, where she essentially said, that things were going so well, that there is room for opening up even more than initially planned with. The political party leaders were then invited to a meeting the same evening, where they could propose further openings, and then calculations will be done for the increased risk of infection, and a final plan will be presented.a

TODAY'S BULLETS

  1. The numbers are better than we had anticipated, which means that we can do more in the first phase of the reopening than we had dared hope for.

  2. If a sufficient level of self-isolation cannot be done in a household with covid-19 infection, the best idea will be to keep all the family members at home.

  3. If we don't continue to keep social distance, shielding off the most vulnerable, and keep good hygiene, we risk a second wave.

  4. Copenhagen and Gladsaxe municipalities have decided to allow parents to temporarily sign their kids out from childcare institutions during the corona-crisis. Parents will then not have to pay for their children’s tuitions if they take care of their children at home.

PRESS CONFERENCE WITH THE PRIME MINISTER - STATUS ON THE CORONA-CRISIS IN DENMARK

PRESENT

  • Prime Minister - Mette Frederiksen

  • Minister of Health - Magnus Heunicke

  • Director for the Danish Health Authority - Søren Brostrøm

  • Director for the State Serum Institute - Kåre Mølbak

  • Chairman for Local Government Denmark (KL) - Jacob Bundsgaard

SUMMARY

  • The numbers of hospitalised and in intensive care are better than we had anticipated, which means that we can do more in the first phase of the reopening than we had dared hope for.

  • We can, therefore, begin to reopen parts of the healthcare system and increase the capacity.

  • When deciding what to reopen, it must be based on a responsible foundation health-wise, and focus must be on workplaces and economical activity. We will not be able to open up for everybody.

  • If we don't continue to keep social distance, shielding off the most vulnerable, and keep good hygiene, we risk a second wave.

GENERAL

  • The numbers of hospitalised and in intensive care are better than we had dared hope for and better, and than we had anticipated. Denmark is in a sensible place.

  • We can, therefore, begin to reopen parts of the healthcare system.

  • The numbers we see in hospitalizations mean, that we can do more in the first phase of the reopening than we had dared hope for.

  • It must still be done controlled and responsibly. We may end up in a situation, where we will have to take a step backwards. The government doesn't want to go ahead too quickly, to minimize the severity of the backlash if it was to happen.

  • Many parents have questions, and that's important. But we must encourage patience. No-one has tried to reopen a country.

  • When deciding what to reopen, it must be based on a responsible foundation health-wise, and focus must be on workplaces and economical activity. We will not be able to open up for everybody.

  • I understand that many want to have their business industry reopened, but it is not the responsibility of the government to handle certain groups' interests.

  • The government has called for the parties in the Parliament to a meeting to discuss the next phase of the reopening after the press conference. The various risks of increased infection of the proposals will be calculated, and then we will come up with a plan.

HEALTH

  • Magnus Heunicke: The curve has flattened, and it is still far below the max capacity in the healthcare system.

  • This favourable position we are standing in is the reason why we agreed with KL, the Regions and the PLO to gradually reopen the healthcare system.

  • The patients with the greatest need will be treated first.

  • The drop in approaches to the common practitioners is worrying. The Danes must still use their doctors if they are ill or have symptoms of a disease - also non-corona-related.

  • Kåre Mølbak: There is a delay in the registration we have of the disease, and this means, that the initiatives we made around the 11th-12th of March, are not having an effect before now. Therefore the turning point was reached earlier than expected.

  • It turns out, that we can open up a bit more than we predicted before Easter, and still be on a downwards sloping infection-curve.

  • It is my estimation, that we will end up with fewer deaths, fewer seriously ill, and fewer infected until we reach a vaccine. The infection is connected to "super spreading events", where many people are gathered at the same place. If these can be avoided, we can get out of everything much better off than we first anticipated.

  • If we don't continue to keep social distance, shielding off the most vulnerable, and keep good hygiene, we risk a second wave.

  • Søren Brostrøm: If a sufficient level of self-isolation cannot be done, in a household with covid-19 infection, the best idea will be to keep all the family members at home.

HEALTH-RELATED INFORMATION

  • 6.511 have tested positive, 193 more than yesterday (Since it is not everyone with symptoms of corona-virus who is being tested, the real amount of infected is estimated to be much higher).

  • 380 are hospitalized, 8 less than yesterday.

  • Of those 380, 93 are in intensive care, 7 less than yesterday.

  • Of those 93, 80 are in respirators, 7 less than yesterday.

  • 299 Corona-infected Danes have died, 14 more than yesterday.

  • 74.210 have been tested for corona-virus, with 6.511positives (8.77 % positives)

  • 2.515 are reported as healthy again, after having been hospitalized with corona-virus, an increase of 280 from yesterday.

  • Søren Brostrøm said in an interview with Ekstra Bladet that the target of 5.000 tests per day is a capacity-target, not a target for the actual amount of daily tests. In other words: the target is to be ABLE to test 5.000 people or more, but not necessarily to ACTUALLY test 5.000+. The PCR-tests for the virus, as well as antibody-tests, must be part of a combined strategy, where the ability of testing must be 5.000 or more per day.

  • The corona-epidemic will last longer than the Danish Health Authority had calculated with. This was informed in one of the institution’s newsletters. According to them a lower amount of corona-infected Danes than first estimated means, that the “epidemic can last longer at a lower level than our first prognosis”. This new prognosis makes the foundation for the gradual reopening of the healthcare system, which the government decided upon together with a series of partners in the public sector.

OTHER NEWS

  • Copenhagen and Gladsaxe municipalities have decided to allow parents to temporarily sign their kids out from childcare institutions during the corona-crisis. This way parents will not have to pay for their children’s institutions if they take care of their children at home. The hope is that this will make more space in the institutions that are reopening this week, due to the increased space requirements. The children will be guaranteed to be re-signed in the same institution once they return.

  • The Danish telecom companies have started to deliver data to the State Serum Institute about the Danes' movements during the corona-crisis. Director in the Telecom Industry Association (Teleindustrien) Jakob Willier ensures that everything has been done on a clear legal foundation: "The companies have been in contact with the Danish Business Authority and the Danish Data Protection Agency under the Ministry of Justice, where we have been given the green light to deliver data in an aggregated and anonymous format. The data cannot be linked to specific people."

  • To motivate the oldest pupils in elementary school throughout the rest of the school year, the pupils won’t receive their final assessment marks before the end of the teaching period. This is due to the assessment marks making out for the exam marks, since the examinations have been cancelled for the 9th-10th grade.

  • Around 800 Danes are registered in the Ministry for Foreign Affairs’ crisis database, according to Erik Brøgger, Director for Organisation and Citizen Service in the Foreign Ministry. 9 days ago, this number was 1.300. The remaining Danes must not give hope, but be patient.

  • 18 Danes were evacuated from Ankara on a Swedish special-plane.

POLITICS

  • The liberal parties want to discuss the possibility of opening up more for liberal businesses, like hairdressers, with the Prime Minister.

  • Dansk Folkeparti wants to discuss the possibility of more visits in nursing homes as a possible part of the expanded reopening of society. "I completely understand, that there is a dilemma. But we must also be aware of the cure not being worse than the disease. There are many elders who are having a very difficult time since they cannot get visits from children and grandchildren," said party leader Kristian Thulesen Dahl. He believes it can help the elderly if visits can be done under controlled circumstances with social distancing and disinfection. More tests of relatives is also a possibility.

  • Enhedslisten wants to have guarantees that we are following the right test-strategy, and if that is the case, they want to see more homework-cafés and shelters for socially exposed people opened.

  • The President of the European Commission, Ursula von der Leyen, expressed her gratitude to Denmark in a video message on Twitter for sending respirators and a mobile hospital to Italy: "#EUsolidarity saves lives. We help EU countries by sending doctors & equipment. I am grateful to Denmark for sending ventilators and a mobile hospital to Italy. And 150 ventilators from EU's reserve RescEU will soon be delivered to those in need. More will come. #strongertogether"
